Dr. Blackman was trained in Dublin Ireland at Trinity College and came to Canada after postgraduate training in Psychiatry in 1973.  Initially he was employed as a Consultant Psychiatrist involved in youth and family care. Dr. Blackman then moved to the University of Alberta where he undertook the teaching of medical students and psychiatric residents, reaching the advancement to Clinical Professor of the University of Alberta. He also continued to consult with Alberta Health Services and developed a number of programs for severely dysfunctional youth and families.

Dr. Blackman was the founding Director of the CASA Program until 1992, after 20 years he resigned from the Director position. During this time frame Dr. Blackman also had admitting privileges at the University of Alberta Hospital and then the Royal Alexandra Hospital as well as the Glenrose Hospital and continued to work with medical residents in the hospital setting until 2011.

In 1984 Dr. Blackman was awarded appointed an adjunct Professor of the University of Ottawa from 1987-1991.   He was awarded a Professional Care Award from the Canadian Mental Health Association in 1994. In 1993 he received an Outstanding Award for work with Alberta families by the Alberta Premier Council on Families.    

Dr. Blackman started his Community Clinic in 1996 and established a Medico Legal Practice and serviced the community needs, as well as WCB. In the past 20 years he has completed in the area of 3000 Independent Medical Examinations.
